ITS Ireland exists to promote the development and deployment of Intelligent Transport Systems and Services (ITS) for safer, more efficient and more sustainable transport.

ITS Ireland is a non-profit public / private sector partnership drawn from academic interests, consultancies, equipment suppliers, government bodies, local authorities, representative bodies and transport operators. Membership is open to all with the following categories of membership available: Corporate, Governmental and non-profit organisations, Individual and Student. David Laoide-Kemp

  • David has both an MSc in Mathematical Modelling, and an MSc in Engineering (Transportation). He has worked in Transportation since 1989, and specifically in Intelligent Transport Systems since 1995. Along with several others, David was instrumental in the formation of ITS Ireland and was originally elected to the Governing Board in 2010 where he has served as Vice Chair. After a two-year sabbatical, David returned to the board in 2018 initially as Vice Chair again, and now in the role of Chair. He continues to be actively involved in many of its activities including the setting up of an ITS Module at the Technological University of Dublin, a revised Big Picture Infographic and other initiatives that promote and inform on the advocacy of using ITS. Currently David is Senior Engineer for Intelligent Transport Systems at Transport Infrastructure Ireland and is responsible for the development of TII’s ITS Strategy, Policy and Deployment on the national road network. This responsibility now includes consideration for Cooperative ITS and Autonomous Vehicles. David has worked on a number of European-funded programmes including INSTANT, STREETWISE, EASYWAY, EU EIP, Arc Atlantique, MERIDIAN and the C-Roads Platform, and has attended/ presented at many national and international conferences on ITS and related topics.   • Dermot is a senior staff officer with Cork City Council. He has worked as part of the Operation and Maintenance Management team at the Jack Lynch Tunnel for 16 years. He was responsible for key tunnel systems including SCADA, OHVD, ICT and ITS communication. He also supervised major upgrades to Tunnel system which included FAT’s, SAT’s and signing off on these upgrades. He successfully completed the Cisco Certified Network Associate Routing & Switching course in 2013 at CIT, He is now based at the Cork National Roads Office. Dermot was elected to the Board of ITS Ireland in 2018 and is specifically responsible for website maintenance and communications.

  • Mark Elmore is Managing Director of the Elmore Group and has worked in the traffic, transportation and ITS field for over 30 years. He is an Engineering Technician and has a B.A. in Management. Along with several others, Mark was instrumental in the formation of ITS Ireland and was elected to the Governing Board in 2010 where he has since served as Treasurer. He is a major participant and contributor to ITS Ireland, and in the Events, Management role is instrumental in the organisation of the ITS Ireland Annual conference. He was also very active on the Coordination committee for the Dublin 2013 European Congress. Mark has worked with Government departments, Local Authorities and Private entities throughout Ireland to deliver high profile projects including Luas Lines A, B & C, M50 Freeflow Tolling Installation, SCATS implementation in Dublin City, Galway City UTMC implementation, M1 INSTANT, and the N7 Journey Time project.

  • Dónal is a Chartered Engineer with 30 years experience in Mobility and Transportation Projects and has worked globally in both the public service and for international transportation consultancies. Dónal has served as Chair of ITS Ireland between 2019-2022 and as Vice-Chair before that.

    As an advocate of increased cooperation between international ITS organisations, Dónal was elected to the voluntary position of Vice-Chair of the Network of National ITS Organisations (ITS Nationals) in July 2022 where he promotes and engages globally on behalf of the 27 national organisations across Europe.

    He is currently employed with Kildare County Council as Head of the Sustainable Transport Section.

  • Ian is an accomplished entrepreneur and technology enthusiast who is the Managing Director of Idaso, a traffic data collection company headquartered in Ireland, with operations across Ireland the UK and the Benelux regions. With a master's degree in Entrepreneurship, a degree in Business Studies, a diploma in marketing, and a Six Sigma Green Belt certification, Ian is a highly skilled and knowledgeable business leader.

  • Ciaran is a research engineer with Roughan & O'Donovan currently helping the ROD ITS team deliver the eMOS programme of works for Transport Infrastructure Ireland. After joining ROD on completion of his Ph.D., Ciarán oversaw the management of the Intelligent Transport Systems Equipment Maintenance and Traffic Monitoring Systems Installation and Maintenance Contracts. As part of eMOS Ciarán is tasked with ensuring the seamless integration of the new variable speed limit equipment into the new Network Intelligence and Management System and assisting TII in the delivery of their Cooperative ITS (C-ITS) Irish Pilot.

  • Information systems professional and experienced Project Manager with a demonstrated history of working in local government administration and EU projects.

  • My pre 1998 ITS world was served in a variety of industrial markets starting out an industrial refrigeration apprentice and later design engineer (10 years), acoustic and vibration monitoring control systems, industrial environmental monitoring and gas detection (8 years, Pharma and petrochemical sector).

    In 1998 my relationship with the ITS world began when I joined an Automatic Number Plate Recognition (ANPR) company. The majority of my 22 year ITS career was spent with a leading worldwide ITS technology company providing Urban Traffic Control Systems and National Motorway Control Systems. These central systems were supported by a range of software and hardware solutions including road bridge and tunnel management (SCADA/PLC) systems, enforcement camera systems, above ground and in road vehicle detection systems as well as SCOOT and MOVA traffic signal control solutions.

    Having worked in Ireland for over 15 years, I decided to relocate to Ireland and live in my family home in 2018. In 2019 I joined Arup as a Senior Consultant supporting TII within its ITS Team. In 2020 I was delighted to have been invited to join ITS Ireland as a board member.

Brian McGuire

  • Brian is currently and has been for the past 11 years General Manager for Road Safety Operations Ireland, a leading provider of automated speed enforcement solutions. He has prior progressive management experience within multinationals (Intel, Celestica, GE & Logitech) from both a business management and program management context culminating in being a Global Director for the latter 6 years of his multinational experience.

    He holds a Master’s Degree in Business Management (MBA); an MSc in Personal and Management Coaching; a Prof. Diploma in Management; is a certified Project Management Professional (PMP) and a Six Sigma Black Belt (Services & Transactions).

  • Aidan has both a degree in Engineering and a MSc in Business and Financial Management. He has accumulated over 23 years of experience in the areas of design, project management, construction, operation and maintenance. Aidan is currently employed as the Senior Executive Engineer in Cork City Council. Aidan has been involved with ITS Ireland from its inception and aids the Governing Board as a non-Executive member by chairing the Roads Authority User group which aims to support shared experience, networking and learning amongst Roads Authority professionals to promote best practice in the ITS field.

  • John McCarthy leads Arup’s Intelligent Mobility activities in Dublin. He is responsible for helping clients to navigate emerging digital transport challenges and position themselves to deliver user centric sustainable transport solutions. He helps shape conversations on a diverse range of topics including eMobility; intelligent transport systems; mobility as a service; and connected, electric, shared and autonomous vehicles.

    Over the past 20 years, John has been involved exciting digital transport projects globally – ranging from creating city level policy to address new transport options to addressing the technical capabilities and considerations linked to testing and deployment of new technologies. Working with the Asian Development Bank, port operators, departments for transport, road safety agencies, highways agencies, transport infrastructure providers, Heathrow Airport, and numerous city authorities, the development of digital solutions that link physical and digital infrastructure capabilities together have been a key part of John’s career.

    John is a member of the Organisation for Economic Co-operation and Development (OECD) advisory working group on artificial intelligence, a Fellow of the Chartered Institution of Highways and Transportation and is an Executive Director with ITS Ireland.

Robert Curley

  • Robert Curley is a seasoned professional in the field of transportation and technology services, currently serving as a Senior Programme Manager at the National Transport Authority in Dublin, Ireland, since November 2022. With a career spanning over a decade, Robert has developed a comprehensive expertise in intelligent transportation systems (ITS), project management, and infrastructure development.

    Prior to his current role, Robert was an Associate Director at AECOM in Dublin, where he led the Technology Services division from November 2020 to November 2022. His responsibilities included overseeing complex technology projects and enhancing the firm's capabilities in transportation solutions.

    Robert's international experience includes a stint in Dubai, United Arab Emirates, with Surface Mobility Consultants. During his time there, he served as an Associate Director for ITS & Transportation and as a Senior Project Manager, focusing on innovative transportation projects that enhanced urban mobility and infrastructure efficiency.

    Throughout his career, Robert Curley has been recognized for his ability to lead complex projects, his expertise in transportation technology, and his commitment to enhancing mobility in urban environments. His work has significantly contributed to the development and implementation of sustainable and efficient transportation solutions in Ireland and abroad.
