Dark Caltrans signs on I-80 really do work

Every day, hundreds of thousands of drivers creep, cruise or occasionally zip along westbound Interstate 80, passing beneath electronic message signs that cost millions of dollars but are usually dark and devoid of words or images.

“Never. I’ve never seen them on,” said David Regis, 57, of Berkeley, who lives on his boat at the Berkeley Marina, near Interstate 80. “I was wondering why they’re not working. They’ve been there a while.”
